If you think you’ve heard much of Joe Biden’s speech before, it’s because you have. In many respects, Biden is copying the Republican response or claiming credit for things the previous administration accomplished.

On Being a Wartime President
- Biden: “That’s why I’m using every power I have as President of the United States to put us on a war footing to get the job done. It sounds like hyperbole, but I mean it: a war footing.”
- President Trump: “I’m a wartime president…in a true sense we are at war.”
On Complex Operations
- Biden: “But this is one of the most complex operations we’ve under- — ever undertaken as a nation in a long time.”
- President Trump: “a massive scientific, industrial, and logistical endeavor unlike anything our country has seen since the Manhattan Project.”
On Working with Manufacturers
- Biden: “We’ve been working with the vaccine manufacturers — Pfizer, Moderna, Johnson & Johnson — to manufacture and purchase hundreds of millions of doses of these three safe, effective vaccines.”
- President Trump: “We're mass-producing all of the most promising vaccine candidates in advance.”
On the Vaccine Timeline
- Biden: “We’ll have enough vaccine supply for all adults in America by the end of May.”
- President Trump: “Millions of doses will be available every month, and we expect to have enough vaccines for every American by April.”
On Purchasing Vaccines
- Biden: “I announced our plan to buy an additional 100 million doses of Johnson & Johnson vaccines.”
- President Trump: “We have reached an agreement with Moderna to manufacture and deliver 100 million doses of their coronavirus vaccine candidate…recently we also secured partnerships with Johnson & Johnson as well as Sanofi and GSX to support the large scale manufacturing of their vaccines.”
On Mobilizing the Military
- Biden: “Calling on active duty military, FEMA, retired doctors and nurses, administrators, and those to administer the shots.”
- Gen. Joseph Lengyel: “45,000 of those are engaged directly in the COVID-19 response…the National Guard is there.”
- Vice President Mike Pence: “4,100 active duty military medical personal have been deployed.”
On At-Home Testing
- Biden: “We continue to work on making at-home testing available.”
- FDA Commissioner Stephen Hahn: “As we continue to authorize additional tests for home use, we are helping expand Americans’ access to testing, reducing the burden on laboratories and test supplies, and giving Americans more testing options from the comfort and safety of their own homes.”
On Helping Underserved Communities
- Biden: “And we’ve been focused on serving people in the hardest-hit communities of this pandemic — Black, Latino, Native American, and rural communities.”
- President Trump: “My administration’s committed to restoring Black & Hispanic communities to full economic health – to be healthy economically and physically…today I’m directing the White House Opportunity and Revitalization Council led by Secretary Ben Carson to focus its effort on supporting underserved communities impacted by the coronavirus.”
On Direct Payments
- Biden: “An historic piece of legislation that delivers immediate relief to millions of people.”
- President Trump: “We’re sending direct payments to millions of American workers, more than 80 million Americans have already received their payment.”
On Supporting Small Businesses
- Biden: “It helps small businesses.”
- Treasury Secretary Steven Mnuchin: “We need to get money to small business and American workers and that’s what we are doing.”
On Providing Food and Nutrition Assistance
- Biden: “It provides food and nutrition.”
- Ivanka Trump: “The president saw that there were those in need…ensuring with $3 billion that those who are vulnerable, that those who are need, get access to boxes like these – 20 to 25 pounds of meat, milk, all forms of dairy, and of course great fresh produce.”
