Biden’s Tar Heel Troubles

- November 15, 2013

Joe Biden Is Raising Money For An Endangered Democrat As ObamaCare Wreaks Havoc In The State

Joe Biden Is In Chapel Hill, North Carolina Today, Raising Money For Endangered Democratic Senator Kay Hagan. “Vice President Joe Biden is going to be in Chapel Hill today to raise money in part to help Sen. Kay Hagan's re-election bid.  The fundraiser is being held at the Carolina Club Friday afternoon.” (VP Biden Fundraising For Kay Hagan In Chapel Hill,” WNCN, 11/15/13)

BIDEN’S FUNDRAISING TRIP COMES AS MILLIONS LOSE THEIR EXISTING COVERAGE AND FACE HIGHER COSTS DUE TO OBAMACARE

Biden In 2010:  ObamaCare “Is A Big [Expletive] Deal.” “That list included Vice President Biden, who introduced Obama, then leaned toward him amid a storm of applause and slipped into excited profanity. ‘This,’ Biden whispered, louder than he thought, ‘is a big [expletive] deal.’" (Scott Wilson, “Obama Signs Health Care Reform Bill,” The Washington Post, 3/24/10)

Biden Was Right – ObamaCare Is A Proving To Be A Big Deal For Millions Of Americans

Obama’s Assurance That People Could Keep Their Health Plan “Is Proving Empty For People Who Are Getting Cancellation Notices.” “President Barack Obama's soothing promise that Americans happy with their health insurance could simply keep it was doomed from the start, and everyone familiar with the market seemed to recognize that except the president. Even his aides said four years ago, early in the huge push for his health care law, that he wasn't to be taken literally on that point…Now his assurance is proving empty for people who are getting cancellation notices in the individual or small-business insurance marketplace and for workers who are beginning to see jarring changes in their employer-provided plans. Although they are a minority of the insured, they are adding up to millions of people.” (Calvin Woodward, “Promises, Promises: A Big One That Got Away,” The Associated Press, 10/31/13)

“As Many As 10 Million Consumers Are Expected To Have Their Health Plans Terminated By Their Insurers Effective Jan. 1 Or After…” “As many as 10 million consumers are expected to have their health plans terminated by their insurers effective Jan. 1 or after, insurance experts said, meaning that millions of cancellation letters are likely to go out during the fall enrollment season.” (Louise Radnofsky and Timothy W. Martin, “Canceled Policies Heat Up Health Fight,” The Wall Street Journal, 10/29/13)

  • Over 4.2 Million Americans Have Already Had Their Plan Canceled. “Including enrollment of more than 79,000 in the 14 states with their own websites, the nationwide number was 106,000 for October sign-ups. But that is still far fewer than expected and a mere fraction of the cancellation notices that have gone out because of the law — more than 4.2 million, according to an Associated Press survey.” (David Espo and Julie Pace, “In Reversal, Obama To Allow Canceled Health Plans,” The Associated Press, 11/14/13)

In North Carolina, ObamaCare-Caused Cancellations Outnumber ObamaCare Enrollees 285 To 1

473,724 North Carolinians Have Been Kicked Off Their Insurance Due To ObamaCare According To The North Carolina Department Of Insurance “Twenty-one companies terminated 183,821 individual and group health insurance policies affecting 473,724 people by late October, according to figures collected by North Carolina's Insurance Department. Blue Cross Blue Shield of North Carolina issued 151,640 cancellations, followed by 20,370 by Coventry Health and 4,459 by Aetna. Aetna bought Coventry this year.” (Emery P. Dalesio, “Obama Move On Canceled Plans May Touch 475K In NC,” The Associated Press, 11/14/13)

Just 1,662 People Have Signed Up For ObamaCare In North Carolina. (“Health Insurance Marketplace: November Enrollment Report,” Department Of Health And Human Services: Office Of The Assistant Secretary For Planning And Evaluation, 11/13/13, p. 10)

North Carolinians Who Have Lost Their Coverage May Face Considerably Higher Costs

According To HHS’s Report On Premiums In The ObamaCare Exchanges, A 27 Year Old In North Carolina Will Pay An Average Of $186 A Month For The Lowest Bronze Plan – An Increase Of 341.98 Percent Over Average Premiums Currently Available. (Office Of The Assistant Secretary For Planning And Evaluation, “Health Insurance Marketplace Premiums For 2014,” HHS, 9/13; John E. Dickson, Director Of Health Care For The Government Accountability Office, Letter To Honorable Orrin G. Hatch, 7/23/13)

North Carolina Resident George Schwab Was “Perfectly Happy” With His $228 Per Month Plan, But Is Being Kicked Off Due To ObamaCare. “George Schwab, 62, of North Carolina, said he was ‘perfectly happy’ with his plan from Blue Cross Blue Shield, which also insured his wife for a $228 monthly premium. But this past September, he was surprised to receive a letter saying his policy was no longer available. The ‘comparable’ plan the insurance company offered him carried a $1,208 monthly premium and a $5,500 deductible.” (Lisa Myers and Hannah Rappleye, “Obama Admin. Knew Millions Could Not Keep Their Health Insurance,” NBC News, 10/28/13)

The Best Plan Schwab Could Find On The Exchange Costs $948 Per Month, A 415 Percent Increase. “And the best option he’s found on the exchange so far offered a 415 percent jump in premium, to $948 a month.” (Lisa Myers and Hannah Rappleye, “Obama Admin. Knew Millions Could Not Keep Their Health Insurance,” NBC News, 10/28/13)

  • “‘The Deductible Is Less,’ He Said, ‘But The Plan Doesn't Meet My Needs. Its Unaffordable.’” (Lisa Myers and Hannah Rappleye, “Obama Admin. Knew Millions Could Not Keep Their Health Insurance,” NBC News, 10/28/13)

KAY HAGAN IS DESPERATELY TRYING TO CONVINCE VOTERS THAT SHE IS TRYING TO FIX A PROBLEM THAT SHE HERSELF CREATED

“Up For Re-Election In 2014, And With Her Poll Numbers Tumbling, Mrs. Hagan Has Emerged As A Leader Of The Democratic Caucus Openly Criticizing The Botched Rollout Of The Affordable Care Act.” (Patrick O’Connor and Valerie Bauerlein, “Democratic Lawmakers Running For Cover,” The Wall Street Journal, 11/14/13)

Hagan Has Joined Other Endangered Democratic Senators In Sponsoring Legislation To Allow Individuals To Keep Their Plans. “Sens. Kay Hagan (D-N.C.) and Mark Pryor (D-Ark.) have added their support to legislation aimed at keeping President Obama's promise that people who like their health insurance plans will be able to keep them under ObamaCare.  The Keeping the Affordable Care Act Promise Act, S. 1642, was introduced Monday by Sens. Mary Landrieu (D-La.) and Joe Manchin (D-W.Va.). Landrieu said the bill is needed because millions of people are losing their health insurance under the law, which sets new standards for insurance that some plans did not meet.” (Pete Kasperowicz and Elise Viebeck, “Hagan, Pryor Join Bill To fix ObamaCare,” The Hill, 11/8/13)

Hagan Promised North Carolinians That They Would Be Able To Keep Their Plans

In 2009, Hagan Said She Was “Focused On A Reform Bill That…Ensures That If You Like Your Insurance And Your Doctors, You Keep Them.” “I have been focused on a reform bill that prevents insurance companies from turning patients away who have a preexisting condition, that expands coverage, and ensures that if you like your insurance and your doctors, you keep them.” (Sen. Kay Hagan, Floor Remarks, 11/5/09)

  • Hagan: “If You’ve Got Health Insurance, In Our Country, You Keep It.  Whatever We Do, I Don’t Want To Dismantle Any System Where People Are Happy With The Coverage That They Have.” (Sen. Kay Hagan, Remarks At HCAN Rally, 6/25/09)

But When Hagan Had The Chance To Fix This Problem In 2010, She Toed The Party Line Instead

In 2010, Senate Republicans Attempted To Strike Down The ObamaCare Regulation Costing People Their Healthcare. “Senate Democrats voted unanimously three years ago to support the Obamacare rule that is largely responsible for some of the health insurance cancellation letters that are going out. In September 2010, Senate Republicans brought a resolution to the floor to block implementation of the grandfather rule, warning that it would result in canceled policies and violate President Barack Obama’s promise that people could keep their insurance if they liked it.” (Chris Frates, “Senate Democrats Supported Rule That Led To Insurance Cancellations,” CNN, 10/31/13)

The Republican Resolution Would Have Struck Down HHS’s Regulations That Narrowed The Grandfathering Provision In ObamaCare That Was Intended To Help Americans Keep Their Insurance Plans. “The precipitating event was the federal regulation detailing the grandfathering provision of the law, which exempts existing health plans from certain requirements such as having to offer benefits without cost sharing. Sen. Mike Enzi (R-Wyo.) introduced a resolution of disapproval calling for a do-over on the regulation, which many businesses say is too onerous.” (Julian Pecquet, “Grandfathering Vote Sparks Renewed Health Reform Debate,” The Hill’s Health Watch, 10/29/10)

Senate Democrats Voted Unanimously To Protect The Rule. “Senate Democrats voted unanimously three years ago to support the Obamacare rule that is largely responsible for some of the health insurance cancellation letters that are going out.” (Chris Frates, “Senate Democrats Supported Rule That Led To Insurance Cancellations,” CNN, 10/31/13)

  • Hagan Voted With Every Other Senate Democrat To Protect The ObamaCare Rule That Is Kicking People Off Of Their Plans. (S.J.Res 39, Roll Call Vote #244, Defeated 40-59: R 40-0; D 0-59, 9/29/10, Hagan Voted Nay)

KAY HAGAN’S APPROVAL RATING HAS COLLAPSED IN RECENT MONTHS, LARGELY DUE TO OBAMA AND OBAMACARE

Democratic Polling Firm Public Policy Polling (PPP) Found That In The Last Two Months, Kay Hagan’s Lead Over Republican Rivals Has Collapsed. (Public Policy Polling, 701 RV, MoE 3.7%, 11/8-11/13)

Hagan’s Personal Approval Rating Stands At -5, With 44 Percent Approving Of Hagan’s Job Performance And 49 Percent Disapproving. (Public Policy Polling, 701 RV, MoE 3.7%, 11/8-11/13)

  • When Polled By PPP In September, North Carolinians Gave Hagan A +4 Approval Rating, With 43 Percent Approving And 39 Percent Disapproving. (Public Policy Polling, 600 RV, MoE 4.0%, 9/6-9/13)

Hostility To President Obama And ObamaCare Seems To Be Driving Hagan’s Declining Fortunes

In Its Polling Memo, PPP Writes “It Seems Likely That The Difficulties With The Rollout Of ObamaCare Are Helping To Make Life More Difficult For Hagan.” “It seems likely that the difficulties with the rollout of Obamacare are helping to make life more difficult for Hagan.  It’s always been unpopular in North Carolina and currently 38% of voters say they approve of it to 48% who disapprove, numbers pretty consistent with what we’ve found over the years.  But what’s really hurting Democrats is its being back in the news – 69% of voters say its rollout has been unsuccessful so far to only 25% who deem it a success.” (Press Release, “North Carolina Senate Race Tightens Considerably,” Public Policy Polling, 11/12/13)

  • “It’s No Coincidence That The Decline In Hagan’s Approval Numbers Tracks Pretty Closely With A  Big Decline In President Obama’s Popularity Over That Same Period Of Time.” (Press Release, “North Carolina Senate Race Tightens Considerably,” Public Policy Polling, 11/12/13)

North Carolinians Disapprove Of ObamaCare By A 10 Point Margin, With 38 Percent Approving And 48 Percent Disapproving. (Public Policy Polling, 701 RV, MoE 3.7%, 11/8-11/13)

69 Percent Of North Carolinians Say The Implementation Of ObamaCare Has Been “Somewhat Unsuccessful” Or “Very Unsuccessful” Versus Just 25% Who Say It Has Been “Somewhat Successful” Or “Very Successful.”(Public Policy Polling, 701 RV, MoE 3.7%, 11/8-11/13)

  • 49 Percent Say The Rollout Of ObamaCare Has Been “Very Unsuccessful.” (Public Policy Polling, 701 RV, MoE 3.7%, 11/8-11/13)

53 Percent Of North Carolinians Disapprove Of President Obama’s Job Performance. (Public Policy Polling, 701 RV, MoE 3.7%, 11/8-11/13)
