Hillary Clinton’s 1993 Health Care Working Groups Proposed Punishing Americans That Didn’t Sign Up For Health Insurance To Pay An Additional 20 Percent Surcharge On Top Of Their Monthly Premiums. “The individual (or if it can be determined that the individual is a legal dependent, i.e., is being claimed as a dependent for income tax purposes by someone, then that someone is the responsible party) will from that point on be billed for the applicable share (if any) premiums for that plan plus a 20 percent premium surcharge.  The surcharge will last for the next 12 months worth of premiums.” (“Mandates And Enrollment Low Income And Non-Working,” Clinton Library Documents, 3/4/93, p. 9)

ObamaCare Exempts Small Businesses With Less Than 50 Employees From The Law’s Employer Mandate. “Small businesses with fewer than 50 workers have always been exempt from the Affordable Care Act coverage requirements, but the law originally required all other businesses to start covering their workers or face penalties beginning Jan. 1, 2014. Under Clinton’s 2008 Plan, Small Businesses With 25 Or Fewer Workers Would Be Exempt From The Employer Mandate. “She tries to woo small businesses by offering a new tax credit to companies that offer health insurance to their workers. Under the previous Clinton plan, small businesses that failed to cover their workers would have been forced to pay fines.
