THE DEPARTMENT OF HEALTH AND HUMAN SERVICES HAS BEEN ON THE FRONT LINE OF THE TRUMP ADMINISTRATION'S CORONAVIRUS RESPONSE EFFORTS

HHS has been working with American manufacturers to prepare for the coronavirus since January, and has worked with private suppliers, health care purchasers, and the Commerce Department to ensure resources are going where they are needed.
On January 27, 2020, the Department of Health and Human Services (HHS) declared a Public Health Emergency giving state, tribal, and local health departments more flexibility to request and reassign personnel temporarily to respond to the coronavirus.
On March 6, 2020, HHS announced proposals for the development of Coronavirus diagnostics , vaccines, and therapeutics which will help regulate the immune system to prevent infections before or after exposure to the coronavirus.
On March 11, 2020, HHS announced the Centers for Disease Control awarded $560 million to states, localities, territories, and tribes to "accelerate planning and operational readiness for COVID-19."
HHS announced that the Centers of Medicare and Medicaid services (CMS) would be expanding the use of telehealth including waiving HIPPA penalties, and providing more flexibility for health care providers.
The Health Resource and Services Administration is supporting the Trump Administration's efforts by launching an information collection system to survey HRSA- funded health centers to see how the coronavirus pandemic is effecting "our healthcare system."
On March 18, 2020, President Trump invoked the Defense Production Act which will give power to allocate health care supplies and ramp up production of necessary products to counter the coronavirus.

On March 11, 2020, The Trump Administration has instituted a travel ban barring entry of non-American travelers who have been in Europe during the preceding 14 days.
On March 13, 2020, DHS announced that Americans, legal permanent residents, and their immediate families returning from certain European countries, Iran, and China to be required to go through one of the 13 airports for screening purposes.
On March 20, 2020, DHS announced the restriction of all non-essential travel across the U.S.- Canada border to "exercise caution" to prevent further spread of the coronavirus.

THE USDA HAS TAKEN STRONG MEASURES TO RESPOND AND SUPPORT AMERICANS DURING THE CORONAVIRUS

The United States Department of Agriculture (USDA) and the Department of Labor (DOL) announced a partnership to help identify foreign and domestic workers who are available for a transfer to other U.S Agriculture sector employers to help maintain the agriculture workforce "during uncertain times."
On March 17, 2020, Secretary Of Agriculture Sonny Perdue announced a collaboration with businesses in the private sector to deliver nearly 1,000,000 meals a week to students affected by school closures in rural America.
USDA has made programs flexible to serve participants across all 15 nutrition programs by waiving congregate feeding requirements in all 50 states, the District of Columbia, and Puerto Rico.
The Families First Coronavirus Response Act, signed by President Trump and authorized by the USDA, will expand the SNAP and WIC program adding $500 million to the WIC program for low income pregnant women or mothers who have lost their job due to Coronavirus.

THE DEPARTMENT OF DEFENSE HAS USED ITS RESOURCES TO BOLSTER THE UNITED STATES' RESPONSE TO THE VIRUS

President Trump ordered the National Guard to operate under Title-32 , which has Guard troops report to their Governors while the federal government pays for it, to three of the states hit hardest by the coronavirus.
There are approximately 2,050 National Guard members supporting state emergency centers, drive through testing centers, transport for quarantined individuals, compiling state medical supply, and providing a 24 hour emergency pre hospitalization stabilization response.
The Department Of Defense (DOD) announced that the U.S. military will support the country's medical response by providing " 5 million respirators masks and up 2,000 deployable ventilators " to HHS.
The DOD announced the deployment of two hospital ships , which will be launched to the east and west coast to help support the Presidents response to the coronavirus.
DOD has provided 13 bases as temporarily housing for U.S. citizens and legal permanent residents who required a mandatory quarantine while re-entering the United States.
The DOD has ordered that almost all permanent change of station and temporary duty government funded movement of DOD servicemembers, families, and civilians be stopped.
Under DOD, TRICARE has provided guidance for individuals affected by the virus including encouraging beneficiaries to use tele-medicine, and for those who have coronavirus symptoms to use nurse advance line..

The Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) declared a national emergency to provide regulatory relief on hours of service (HOS) in response to the coronavirus.
- FMCSA officials announced that the declaration will provide regulatory relief to commercial motor vehicles who are providing assistance and support to emergency relief efforts during this time.
Department of Labor provided flexibilities to states in administering their unemployment insurance programs in order to assist American who have been affected by coronavirus.
The U.S. Small Business Administration announced that they are offering low interest federal disaster loans to small businesses, private, and nonprofit organizations in states and territories to " help alleviate economic injury caused by the coronavirus "
Under the direction of the President, the Department of Education will waive interest on all federal student loans , "in an effort to stem the financial impact of the coronavirus."

U.S. Department of Housing And Urban Development authorized the Federal Housing Administration (FHA) to enact an "immediate foreclosure and eviction moratorium for single family homeowners with FHA-insured mortgages for the next 60 days."
The Federal Communications Commission introduced a " Keep Americans Connected Pledge ," that asks companies to not terminate service for customers, waive late fees due to economic effects from the virus, and to open access to public Wi-Fi hotspots for the next 60 days.

On January 27, 2020, The Department Of Health And Human Services (HHS) Declared A Public Health Emergency Which Gave State, Tribal, And Local Health Departments More Flexibility To Request And Reassign Personnel Temporarily To Respond To The Virus. "The emergency declaration gives state, tribal, and local health departments more flexibility to request that HHS authorize them to temporarily reassign state, local, and tribal personnel to respond to 2019-nCoV if their salaries normally are funded in whole or in part by Public Health Service Act programs. These personnel could assist with public health information campaigns and other response activities. The Centers for Disease Control and Prevention is working closely with state health departments on disease surveillance, contact tracing, and providing interim guidance for clinicians on identifying and treating coronavirus infections. HHS is working with the Department of State to assist in bringing home Americans who had been living in affected areas of mainland China. HHS divisions also are collaborating with industry to identify and move forward with development of potential diagnostics, vaccines, and therapeutics to detect, prevent, and treat 2019-nCoV infections. "'Amid the expanding global outbreak of COVID-19, Americans need diagnostics, vaccines, and medicines to mitigate the potential impact of this virus", said BARDA Director Rick Bright, Ph.D. "To accelerate the availability of these lifesaving tools, BARDA took an important step today to request proposals for development of COVID-19 diagnostics, vaccines, or therapeutics, many of which will be developed using existing platform technologies to permit rapid development.' BARDA will provide funding as well as expertise and core services to support development projects selected through this BAA. These products include diagnostic tests (assays); vaccines; therapeutics; medications to help regulate or normalize the immune system (immunomodulators); therapeutics targeting lung repair; medicines that prevent infections either before or after exposure to the virus (pre-exposure or post-exposure prophylaxis); respiratory protective devices; and ventilators." The action we are taking today will continue to support their efforts to increase public health capacity where it's needed most,' said CDC Director Robert R. On Friday, March 6, the President signed the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020. "The U.S. Department of Health and Human Services (HHS) has launched a public-private partnership to create a U.S.-based, high-speed, high-volume emergency drug packaging solution using low-cost prefilled syringes. Working with HHS' Office of the Assistant Secretary for Preparedness and Response (ASPR), the new consortium for Rapid Aseptic Packaging of Injectable Drugs, or RAPID, will enable the Strategic National Stockpile (SNS) to fill and finish, on a rapid basis, hundreds of millions of prefilled syringes to respond quickly and efficiently to widespread health emergencies, such as the novel coronavirus outbreak. Projects are under evaluation to expedite this process and could yield results within six months. "To protect the American people from exposure to the coronavirus, on Sunday, February 2, 2020, the Acting Secretary Chad F. Wolf issued instructions supplementing a decision issued on January 31, 2020, and directed all flights from China and all passengers who have traveled to China within the last 14 days to be routed through one of eight U.S. airports, effective Sunday, February 2nd, 2020, for flights departing after 5:00 PM Eastern. Three additional airports will be added to the list of airports authorized to receive such flights beginning at various times on Monday, February 3, 2020. The United States is also barring all travel to Iran, and barring entry to any foreign citizen who has visited Iran in the last 14 days. "The US-Canada land border serves as an economic engine that supports over $1.7 billion (USD) dollars in daily cross-border trade. As a result of the COVID-19 pandemic, the United States and Canada are temporarily restricting all non-essential travel across its borders. In each of our countries, we are encouraging people to exercise caution by avoiding unnecessary contact with others. This collaborative and reciprocal measure is an extension of that prudent approach. 'Non-essential' travel includes travel that is considered tourism or recreational in nature. The United States and Canada recognize it is critical we preserve supply chains between both countries. These supply chains ensure that food, fuel, and life-saving medicines reach people on both sides of the border. Supply chains, including trucking, will not be impacted by this new measure. The Bill Allows The USDA To Waive State Requests To Emergency SNAP Benefits By Giving Applicants More Flexibility In Response To Coronavirus. "The bill also authorizes the USDA to approve the Pandemic Supplemental Nutrition Assistance Program (P-SNAP) or the Pandemic Electronic Benefit Transfer (P-EBT) plans that states put forward. USDA can approve state requests to provide emergency SNAP benefits 'to households with children who would otherwise receive free or reduced-price meals if not for their schools being closed due to the COVID-19 emergency. In order to be eligible, the child's school must be closed for no less than 5 consecutive days.'
