With H.R.4, Democrats Are Trying To Weaponize The Department Of Justice To Target And Override State Election Integrity Laws That Americans Support

H.R. 4: ANOTHER FEDERAL TAKEOVER OF STATE ELECTIONS

With H.R. 1/S.1 failing, Democrats are now trying to pass H.R. 4 – another federal election takeover designed to thwart election integrity, manipulate state redistricting decisions, and slant elections to help Democrats win.
Democrats claim H.R. 4 is about updating the Voting Rights Act of 1965 (VRA), but it’s really a radical power grab over state-run elections.
- Discriminatory election laws are still illegal under the VRA.
- H.R. 4 is about bringing back outdated and unconstitutional laws that the Supreme Court struck down in 2013’s Shelby County v. Holder decision.
H.R. 4 would let politicians punish states that take common-sense steps to protect elections, such as Voter ID.

POWER GRAB: GIVING THE FEDERAL GOVERNMENT POWER OVER STATE AND LOCAL ELECTION LAWS

H.R. 4 would give the Biden Justice Department the power to overturn state-level election integrity reforms that make it easier to vote and harder to cheat – like those seen in Georgia, Florida, and Iowa.
- Biden’s Attorney General Merrick Garland has already shown that he’s willing to launch baseless lawsuits against these states to further Biden’s political agenda.
- H.R. 4 would effectively give the federal government “a veto over redistricting maps, election schedules, precinct plans, ballot translations, polling-place sites and much more.”
H.R. 4 would force many states, counties, and local governments to “pre-clear” changes in their voting laws and rules with the Justice Department.
- The bill sets the bar so low that “it could end up covering almost any city, county, or town in the country,” giving the Justice Department enormous power over state and local elections.
The bill would force “every single political jurisdiction in the country” to pre-clear certain election changes even if there is no evidence of discrimination.

H.R. 4 IS A DREAM FOR PARTISAN ACTIVISTS

H.R. 4 would give any “aggrieved citizen” standing to file lawsuits over a state, county, or city’s voting laws.
- Activists would be able to flood the courts and overwhelmed state and local governments could be forced into costly lawsuits just to defend commonsense voting laws.

DISCRIMINATORY VOTER LAWS AND PRACTICES ARE ALREADY ILLEGAL

It’s easier than ever for Americans to register and vote, with Census Bureau data showing the 2020 presidential election had “the highest voter turnout of the 21st century.”
Despite Democrats’ lies about voting, discriminatory election laws are still illegal under the VRA.
- Section 2 of the Voting Rights Act is “a permanent, nationwide ban on discrimination in voting based on race, color, or membership in a language minority group.”
Heritage Foundation Senior Legal Fellow Hans von Spakovsky: “Census Bureau data show that black voter turnout today is on par with or exceeds that of white voters in many” of the states formerly covered by Section 5 of the VRA.
- A University of Oregon paper found that Shelby County v. Holder did not lead to an increase in the gap between black and white turnout in these states.

BY A WIDE MARGIN, AMERICANS SUPPORT COMMON SENSE REFORMS TO SECURE ELECTIONS

Democrats are repeatedly running the same lie-filled playbook attacking Republican efforts to secure our elections.
Americans see through Democrats’ lies, instead supporting Republicans’ commonsense election integrity initiatives by a wide margin.
- By a 33 point margin, Americans believe that voting in their area is “easy” and want the main objective of any reforms to focus on making sure elections are “fair and free of voter fraud.”
- Support for voter ID laws has risen 13 percentage points among Black Americans and stands at 81 percent among all voters.
68 percent of voters believe that state legislatures should decide the voting rules and regulations for their state, not the federal government.
A Republican National Committee poll found that:
- 80 percent of voters support voter ID.
- 87 percent of voters are against ballot trafficking.
- 78 percent of all voters endorse a proposed voting plan with these five common sense measures: presenting voter ID, signature verification, chain of custody controls, bipartisan observers, and cleaning up voter rolls.
